Description: Abstract: WETLANDS_ADID_LAKERIM_IN is a polygon shapefile that shows wetlands that were included in an Advance Identification (ADID) of Wetlands study in Lake, Porter, and LaPorte Counties, Indiana. Because the shapefile was created several years before metadata were produced, some values in the attribute table are undefined. Persons who are able to provide definitions for these values are encouraged to contact personnel of the Indiana Geological Survey, who will incorporate the definitions into future revisions of the metadata. The following is excerpted from a draft Joint Public Notice of the U.S. Army Corps of Engineers, Detroit District, and the U.S. Environmental Protection Agency, Chicago Regional Office, of August 28, 2001 - "The USEPA sponsors ADIDs with the COE and other partners in areas where development, mining, agricultural, or other pressures threaten high quality or locally critical wetlands with destruction or deterioration. "Northwest Indiana, the most rapidly developing area in the State, has several wetlands that are critical to controlling storm water and reducing water pollution, that provide good wildlife and plant habitat, and some which are globally and regionally rare systems. The NWI ADID study was designed to provide landscape-level information on critical wetlands in advance of development pressure so that planners, regulators, developers, landowners, and others would consider the information when making land-use decisions. The basic purpose of the study is to further the protection of wetlands in the region. "The study was designed by a diverse group of partners to identify which area wetlands provide important wetland functions. Area wetlands were assessed, characterized, and mapped for their plant and animal habitat and their capacity for storing storm water and filtering pollutants. "The Clean Water Act of 1977 regulates discharge of dredged or fill material into the waters of the United States, including wetlands. The COE has regulatory authority under Section 404 of the Clean Water act to require permits for the discharge of dredged or fill materials into waters of the United States. The COE may issue permits for the discharge of dredged or fill material if the proposed project meets certain criteria, as outlined in the Section 404(b)(1) Guidelines (40 CFR Part 230). "The Northwest Indiana ADID assembles information on the region's wetlands to be used as a planning tool by landowners, developers, conservation organizations, and government agencies to support land-use decisions that protect natural resources. As used by the regulatory community, the ADID information is ADVISORY in nature, that is, the normal Section 404 (dredge and fill) permit application process will continue to be followed when any activity subject to regulation is proposed, should the discharge of dredge or fill material be contemplated at any of the identified "ADID" wetland sites. The assembled information can facilitate the Federal Section 404 permit process by providing information on wetlands and aquatic sites to Federal regulatory agencies to be used while reviewing permit applications. The agencies can use this information to establish preliminary positions on the loss of "ADID" wetlands, in that, such loss could result in significant degradation of waters of the United States. "The ADID study area includes the portions of Lake, Porter, and LaPorte Counties that are within the Lake Michigan basin. This region is ranked by the Indiana Department of Natural Resources, Indiana Natural Heritage Data Center as having the highest biodiversity in the State, with the greatest number of rare plant and animal species. The study area includes high quality wetlands that are being impacted by the negative effects of rapid urbanization (e.g., increased runoff, sediment and nutrient loadings, habitat loss and degradation, invasive plant species, and filling). Regional wetland types include shallow and deep marsh, scrub/shrub and forested wetland, bog, fen, dune and swale, and wet meadow. "The approximate 620 square-mile project area contains approximately 47,000 acres of wetlands and other waterbodies, as designated on the National Wetlands Inventory Maps (NWI), prepared by the U.S. Fish and Wildlife Service. The NWI maps were used as the project base map. The ADID maps provide wetland determinations; these do not represent jurisdictional boundaries of wetlands.
