According to Section 6217, the program must be submitted to the National Oceanic and Atmospheric Administration (NOAA) and the U.S. Environmental Protection Agency (USEPA) for approval. "According to Guidance Specifying Management Measures for Sources of Nonpoint Pollution in Coastal Water (1993), the purpose of the coastal Nonpoint pollution control program “shall be to develop and implement management measures for Nonpoint source pollution to restore and protect coastal waters, working in close conjunction with other state and local authorities.
