"As a part of the Coastal Zone Act Reauthorization Amendments of 1990 (CZARA), Congress created a stand-alone provision, Section 6217, which requires that states and territories with approved coastal management programs develop a coastal Nonpoint pollution control program to address water quality impairment of coastal waters. According to Section 6217, the program must be submitted to the National Oceanic and Atmospheric Administration (NOAA) and the U.S. Environmental Protection Agency (USEPA) for approval.

"According to Guidance Specifying Management Measures for Sources of Nonpoint Pollution in Coastal Water (1993), the purpose of the coastal Nonpoint pollution control program “shall be to develop and implement management measures for Nonpoint source pollution to restore and protect coastal waters, working in close conjunction with other state and local authorities.

"The guidance also states that coastal Nonpoint programs are not intended to supplant existing coastal zone management programs and Nonpoint source management programs. Rather, they are to serve as an update and expansion of existing Nonpoint source management programs, and are to be coordinated closely with existing coastal management programs. The legislative history indicates that the central purpose of Section 6217 is to strengthen the links between federal and state coastal zone management and water quality programs, and to enhance state and local efforts to manage land use activities that degrade coastal waters and coastal habitats. The legislative history further indicates that state coastal zone and water quality agencies have a shared responsibility for coastal Nonpoint programs, which is analogous to the sharing of responsibility between NOAA and USEPA at the federal level."

Abstract:
This layer represents the management area for the Lake Michigan Coastal Nonpoint Pollution Control Program in Indiana. This program is administered by the Indiana Department of Natural Resources (IDNR), Lake Michigan Coastal Program. The boundary is coincident with the Calmut-Galien watershed, which is considered sufficient to control the land and water uses that have or are reasonably expected to have a significant impact on the waters along Indiana’s Lake Michigan coast.

Purpose:
The Lake Michigan Coastal Nonpoint Pollution Control Program Area boundary has been established as a management area by the Coastal Nonpoint Pollution Program (CNPCP) in an effort to successfully restore and protect Indiana’s coastal waters; therefore, the boundary includes areas that have the potential to significantly impact Indiana’s coastal waters through nonpoint source pollution.

Attributes of this shapefile are area and perimeter measurements of the program area polygon; all calculations were verified and found to be correct for the coordinate system (UTM NAD83 Zone 16). The HUC14 attribute was checked only to make sure each polygon had a HUC14 subwatershed assignment.
Logical_Consistency_Report:
The data layer was checked for sliver polygons, which were found and corrected by dissolving using the attribute HUC14. No checks for topological errors were conducted on this data set.
Completeness_Report:
This shapefile shows only management areas within the state of Indiana based on HUC14 hydrologic unit boundaries. Actual hydrologic units often extend beyond state and county boundaries. All area attributes reflect only the portion of the hydrologic unit that lies within Indiana.

After verifying with IDNR, a projection was defined for the data set (UTM NAD83 Zone 16).The original file was imported into ESRI ArcCatalog and the file name was changed to meet standardized naming conventions at the Indiana Geological Survey. The following fields were deleted: Z4DIGIT_, Z4DIGIT_ID, HUC14_C, HUC11_C, HUC8_C, REV8, REV11, REV14, TEST, DIGIT_8, DIGIT_11, DIGIT_14, HUC11, HUC8, HUC6. The field REV_HUC14_ was renamed to "HUC14." The shapefile was used to select by location the 14-digit hydrologic unit polygons from WATERSHEDS_HUC14_SUBWATERSHEDS_USGS_IN.shp polygon shapefile. Associated attributes useful to the Lake Michigan Coastal Nonpoint Pollution Control Program were retained and are described below. Metadata was written for the file.
